With more than 15 years of experience across both the executive and legislative branches of the federal government, Suzanne brings a rare dual-branch perspective to every client engagement. She founded Sullivan Strategies to put that insider knowledge directly to work for organizations navigating the complexity of federal policy and funding.

Devon Barnhart

Devon spent years at the center of federal surface transportation policy, including as Staff Director of the Senate Commerce Committee's Transportation and Safety Subcommittee where she helped author the FAST Act, one of the most significant surface transportation laws in a generation. She brings that legislative architecture knowledge directly to clients navigating reauthorization, funding, and federal program strategy.
